Architect-Engineer Special Conditions

Architect-Engineer Special Conditions: The Architect-Engineer Special Conditions sets forth the terms and conditions for the performance of design services contracts. It is used for both IDIQ and Non-IDIQ contracts. Other documents referenced in the Architect-Engineer Special Conditions are listed below.

Guidelines for the Architect Engineer Contracting Process, Fee Estimating, and Requests for Payments

An overview of the contracting process for professional design services. This document facilitates the contracting process by establishing standard guidelines and formats for developing and presenting fee proposals. Technical discussions and subsequent negotiations are aided when the Architect-Engineer follows standard guidelines when preparing their fee proposals. Further, it will help the reader to: understand the basic Architect-Engineer contracting process, understand basic cost terms, differentiate between the classes of Architect-Engineer Services, prepare estimates of fees for Architect-Engineer Services, prepare Requests for Payment guidance and standardized formats for the development of fee proposals for design services.

Title One Limitation Guide: A guide document for the application of the 6% limitation to Title One Services required by the FAR 15.903(d) (1) (ii). This guide was approved for use by OCon in January, 1995.

Sample Basic Task List: An Excel work sheet that can be customized for individual projects and will detail and quantify tasks and sub-tasks required by the Architect-Engineer Scope of Work. The totals from any task list can be linked to Direct Costs (Labor) Work Sheets. Additional forms are available in the Fee Worksheets section.

Calculation of Loaded Labor Rates: An Excel work sheet that can be used to develop fully loaded labor rates using the base hourly rate and multipliers for overhead and profits rates. Although used in the past, fully loaded labor rates are not usually used for Architect-Engineering fee estimating.

Request for Payment: An Excel spread sheet formatted Architect-Engineer’s Invoice (Request for Payment).

Fee Estimating Work Sheets for IDIQ (Term) Contracts:

  • Total Costs Summary: An Excel work sheet that summarizes the data from the Direct Cost (Labor) Work Sheet(s) and the Other Direct Costs Work Sheet(s) and includes any applicable profit markups. Note that for IDIQ contracts the overhead multipliers have been included in the loaded hourly labor rates that appear on the Direct Cost (Labor) Work Sheets. Please note that design managers must use a different Total Cost Summary Sheet to develop their fee estimate.
  • Direct Cost (Labor) Work Sheets: An Excel work sheets that will calculate direct labor costs using labor hours and the currently approved loaded (basic rate and overhead) hourly labor rates.
  • Other Direct Costs Worksheets: An Excel work sheet that is used to estimate the other direct costs such as testing services, specialty sub-consultants, reproduction, travel, and per diem. Although the basic IDIQ contracts stipulate that ODC’s will be a lump sum fixed fee item, under selected circumstances they can be negotiated as “not to exceed reimbursable” items.

Fee Estimating Worksheets for Non-IDIQ Contracts:

  • Total Costs Summary AE: An Excel work sheet that summarizes the data from the Direct Cost (Labor) Work Sheet(s) and the Other Direct Costs Work Sheet(s) and includes any applicable profit markups. Note that for Non-IDIQ contracts the overhead multipliers are applied on this Summary Sheet and are not included in the hourly labor rates that appear on the Direct Cost (Labor) Work Sheets.
  • Direct Costs (Labor): Prime Architect-Engineer and Consultants.
  • Other Direct Costs Summary: Applicable to the prime Architect-Engineer or consultants.
  • Other Direct Costs Worksheet: Applicable to the prime Architect-Engineer or consultants.

Guidelines for Project & Construction Cost Estimation Services

This document supplements the Architect-Engineer Special Conditions by describing the background, policies, and procedures to be used for developing project budgets and construction cost estimates. The SI Construction Cost Estimating Forms are available in an MS Excel formatand contain an Estimate Summary Sheet, a sixteen CSI Division Summary Sheet, and individual worksheets for each of the suxteen CSI divisions..

OFEO CAD Guidelines and Standard Files

The OFEO CAD Guidelines, a PDF document, provide detailed descriptions of CAD drawing requirements, graphic symbols, conventions, and standards including, but not limited to: layer naming and colors, sheet layouts, title blocks, and drawing numbering. These are applicable to construction documents produced by Architect-Engineers and in house design staff. Standard AutoCAD Files that are referenced in the OFEO CAD Guidelines are:

  • A0: A zip file containing A0 size (841mm x 1189mm) (33.1" x 46.8") standard drawing sheets.
  • A1: A zip file containing A1 size (594mm x 841mm) (23.4" x 33.1") standard drawing sheets.
  • E: A zip file containing E size (868mm x 1124mm) (34" x 44") standard drawing sheets.
  • ST: A zip file containing D size (610mm x 914mm) (24" x 36") standard drawing sheets.
  • Arch F: A zip file containing F size (762mm x 1066mm (30" x 42") standard drawing sheets.
  • Fence: A DWG file of the Smithsonian approved construction fence.
  • Symbols: A zip file containing symbols.
  • Minion Fonts: A zip file of the Smithsonian standard Minion font.
